Настоящее издание представляет собой второй том «Сборника решений Совета НТС». Первый том охватывал послевоенные годы 1945–1957; к нему была приложена «Историческая справка» о том, как возник и какой путь прошел к тому времени НТС — Народно-Трудовой Союз российских солидаристов (до 1957 года Национально-Трудовой Союз). Во втором томе собрана документация работы Совета НТС за годы 1958–1980.

Конец пятидесятых и начало шестидесятых годов в жизни нашей страны характеризуются, в первую очередь, развитием низовых, массовых форм народной борьбы против коммунистической диктатуры за улучшение элементарных условий жизни. Саморазоблачение партии, в попытках свалить ее исторические преступления на пресловутый «культ личности Сталина», ослабило власть и способствовало росту гражданской активности народа, постепенно изживавшего страх в осознании своего значения для победоносной обороны страны от внешнего врага. Кульминационными событиями этого периода были выступления молодежи в Темир-Тау 1959 года и рабочих в Новочеркасске 1962 года. Маневрирование партийно-государственного аппарата привело к низвержению «главы партии и правительства» Хрущева.

Во второй половине шестидесятых и начале семидесятых годов нарастающе доминируют открытые выступления формирующейся независимой общественности за права человека, за демократизацию государства, за либерализацию социально-политической жизни. Эта открытая общественная активность сопровождается и фундируется подпольной деятельностью различных группировок и подпольной литературой, устанавливаются связи с иностранной общественностью, с эмиграцией. Получает широкое развитие практика «Самиздата» внутри страны (начатая еще в конце пятидесятых годов) и «Тамиздата» — печатание изданий за рубежом.

В семидесятые годы власть, наряду с арестами, тюремным и лагерным заключением, отправкой неугодных граждан в психолечебницы (фактически психотюрьмы), приступает к «выдворению» оппозиционных элементов из страны, что создает новое положение в политической эмиграции.

На всех этих этапах НТС инициативно и активно участвовал в развитии освободительных процессов и в практике освободительной борьбы, что отражено в настоящем сборнике. К восьмидесятым годам НТС выдвинул задачу разработки альтернативных решений в области внутренней и внешней политики, действительных уже для современного положения страны и способных объединить народ, общество и конструктивные силы правящего слоя в стремлении обеспечить мир, хозяйственный подъем и сохранность национально-государственного бытия родины.

В конце сборника, в качестве приложения «вместо послесловия» помещена статья известного историка и политолога, профессора А. Авторханова, «Развитие стратегической мысли российских солидаристов», анализирующая направление деятельности НТС за послевоенные годы и представляющая значительный теоретический интерес.
