СОВЕТ СОЮЗА — О XX СЪЕЗДЕ КПСС

Совет НТС, рассмотрев течение и итоги XX съезда КПСС, пришел к заключению, что для нынешнего положения в СССР характерно следующее:

1. Идейное банкротство КПСС. XX съезд был показом этого банкротства, открывающего плотины для идейных поисков, в частности, в связи с допущенной ревизией политического багажа КПСС.

2. Неустойчивость руководства КПСС. XX съезд показал колебания ЦК КПСС между опасностями возвращения к сталинизму, с неизбежными в таком случае кровавыми чистками, и опасностями установления подлинного коллективного руководства, связанного с возрождением дискуссий, фракций и борьбы между ними.

3. Изоляция власти и олицетворяемых ею идей (сведенных к тактическому сочетанию разнородных и избитых положений ленинизма-сталинизма) от подлинных интересов и жизни страны.

4. Казенный оптимизм и самоуверенность, скрывающие беспокойство, вызванное ростом враждебных режиму внутренних сил.

5. Переход к тактике внешнего наступления, долженствующего:

а) подорвать возможность действенной помощи свободного мира внутренним враждебным режиму силам,
б) разрушить надежды порабощенных народов на внешнюю помощь их революционным усилиям,
в) укрепить авторитет власти демонстрацией поддержки советского правительства правительствами свободного мира.
