Конечно, эти положения требовали дополнительных уточнений, но в этот момент считалась несвоевременной выработка подробной программы.

Подчеркивая «неприкосновенность идеологических положений», съезд наметил и ближайшие задания:

Первое — работа по освобождению России от «власти III интернационала» в самом широком единении со всеми активно борющимися организациями, группами и лицами, независимо от их политических мировоззрений;

Второе — подготовка сильных волею, работоспособностью и знаниями верных сынов России и отбор из них способных к руководству массами, дерзающих во имя идеи взять на себя водительство и ответственность;

Третье — национально-политическое воспитание русской молодежи и борьба с ее денационализацией.

4 июля съезд принял «Временный устав», состоявший только из десяти параграфов, но уже достаточно ясно определявший первоначальную структуру НСРМ. Правящим органом стал периодически собирающийся Совет, состоявший из председателей отделов, в данном случае четырех. Возглавители отделов избирали председателя Совета, а для текущей работы по руководству союзом было избрано Исполнительное Бюро в составе председателя и двух членов.

Председателем Совета, одновременно и председателем НСРМ, был избран герцог С. Н. Лейхтенбергский, председатель отдела во Франции. Председателем Исполнительного Бюро — председатель Союза в Югославии В. М. Байдалаков, членами А. И. Занкович и М. Н. Хлопин.

Таким образом сложились как бы два центра: председатель Союза — в Париже, Исполнительное Бюро — в Белграде. Такая структура не могла быть совершенной, и вскоре Исполнительное Бюро принимало решения, даже не снесшись предварительно с председателем Союза. Тем не менее, единство духа и понимания задач способствовали быстрому развитию новой политической организации.

Практически отделы пользовались автономией и свободой инициативы. Каждый отдел возглавлялся собственным Центральным Правлением и мог иметь свой собственный устав, не противоречивший, однако, «Временному уставу». Центральному Правлению подчинялись отделения и группы на местах рассеяния русской эмиграции. Отделения и группы возглавляли председатели, при них — правления отделений.

В странах, где еще не было отделов, Исполнительным Бюро назначались генеральные представители. Со временем в ряде стран генеральные представительства превратились в отделы, а сами генеральные представители становились членами Совета.
