Монополия политической и хозяйственной власти в руках верхушки правящей партии, система директивной экономики препятствует решению стоящих перед страной задач. Обеспечение людей продовольствие, преодоление научно-технической отсталости, повышение производительности труда, создание достойных бытовых условий, охрана природных ресурсов страны — все это упирается в структуру власти, основанную на полном подавлении гражданских прав. Власть пытается решить все вопросы жизни директивами и насилием. Это не соответствует ни сложным формам современной общественно-хозяйственной деятельности, ни присущему природе человека стремлению к свободному развитию.

Прорывы в системе директивного хозяйства власть пытается восполнить импортом сельскохозяйственных продуктов и технического оборудования из капиталистических стран. Лишь в деле создания военной силы — которую можно бросать то в Венгрию, то в Чехословакию, то в Афганистан — власть преуспела и показывает свое превосходство над свободными странами. Это превосходство порождает политический соблазн — «поставить Запад на колени». Но когда Запад на колени не становится, а в ответ на агрессию сокращает поставки зерна и продовольствия, электроники и промышленного оборудования, тогда экономическое положение в стране еще больше обостряется.

Выход из этого кризиса — или в дальнейшей военной агрессии, которая грозит мировой войной, или в коренных изменениях, которые позволили бы стране развиваться многообразно (плюралистически) и превратиться в правовое, свободное государство. Ведущая роль такого государства на международной арене была бы не в области военной, а в области экономики, науки и культуры, для чего у нашего народа есть достаточно ресурсов и способностей.

Для осуществления коренных перемен необходимо разрабатывать альтернативы сегодняшней политике власти в самых разных отраслях жизни. Такие альтернативные решения должны обладать тремя свойствами:

Их реализация должна дать ощутимый положительный эффект в кратчайший срок. Положительный результат для населения должен быть таков, чтобы власть была лишена возможности повернуть вспять.
Они должны показать реальную последовательность изменений системы: тех, которые возможны уже при нынешнем режиме, тех которые станут возможными при переходном строе, и тех, которые потребуют полной свободы.
Они должны иметь структурный характер, т. е. характер, меняющий само существование системы.

Нынешнее руководство страны не может стать на путь реализации таких альтернативных решений. Однако новая обстановка порождает в правящем слое конструктивные силы, которые могли бы повернуть ход событий в этом направлении.

В разработке альтернативных политических решений могут принять участие все те, кто компетентен в области своей работы и думает о будущем страны, независимо от положения, которое он занимает в обществе. Так будут формироваться автономные общественные силы, явочным порядком осуществляющие свое право участвовать в определении будущей политики страны. Формирование таких сил необходимо для политического развития освободительного движения.

Разработка политических альтернатив и формирование автономной общественности тем более необходимы для страны в случае обвала власти: их отсутствие вызывает опасения, что крушение власти неизбежно поведет к разрухе и хаосу.

НТС считает своей обязанностью активно участвовать в этой работе, рассматривая ее как важнейшую политическую задачу. Ее целями будет:

Выявление неспособности нынешней власти принимать разумные решения в интересах страны и народа.
Стимулирование проявления и действий конструктивных сил в правящем слое.
Наглядный показ народу пути к нормальной человеческой жизни.

Группам, которые будут разрабатывать конструктивные решения, следует учитывать конкретные сегодняшние условия в стране, положительный опыт дооктябрьской России, различные подходы к аналогичным вопросам на Западе, а также модель будущего, изложенную в программе НТС.
