XIX съезд Компартии СС, помимо воли его устроителей, с особой силой продемонстрировал безыдейность власти. Руководители партии не сказали ни партии, ни, тем более, народу, ни одного нового, ни одного живого слова. Они ограничились хозяйственными и внутрипартийными организационными вопросами. Комиссия по пересмотру партийной программы, созданная на XVIII съезде, 14 лет тому назад, во главе которой стоял Сталин, не справилась со своей задачей и не могла представить съезду не только проекта новой программы, но даже наметок ее.
XIX съезд Компартии СС, помимо воли его устроителей, очень ярко продемонстрировал слабость власти. Руководители партии сузили базу внутрипартийной власти, сконцентрировав ее в руках секретариата. Руководители партии, не доверяя даже партийцам, до предела усилили систему внутрипартийного контроля и обязательного доносительства, учредив институт уполномоченных ЦКК на всех ступенях партийной организации. Более того, власть прибегла к обману, распространила ложные надежды на несуществующие между капиталистическими странами серьезные разногласия, которые, якобы, приведут к войне между капиталистическими странами и обеспечат торжество коммунизма во всем мире, без пролития крови нашего народа.
В силу закономерного развития коммунизма растут безыдейность и слабость власти. Несмотря на это, ее дальнейшее существование представляет жизненную угрозу нашей родине и нашему народу.
Во-первых, она готовит новые и новые удары, чтобы сломить растущее сопротивление народа. Так подло, завуалировано, Сталин, в своем предсъездовском «труде» — «Экономические проблемы социализма в СССР», изложил план отнятия у крестьян как символического права на колхозную землю, так и последней базы их экономической независимости — приусадебных участков.
Во-вторых, власть, несмотря на стремление нашего народа к миру, всей внешней политикой провоцирует войну, с тем, чтобы эксплуатируя патриотические чувства нашего народа, ценой неисчислимых жертв и разрушений, распространить коммунистическую систему на ряд свободных стран.
Что толкает власть на обман и авантюры?
На обман и авантюры власть вынуждена идти из страха перед нарастающей революционной стихией. Однако, путь обмана и авантюр, на который власть стала в силу своей безыдейности и слабости, приводит не к снижению революционного напряжения, а к его дальнейшему усилению. Так власть, попадая в заколдованный круг, с одной стороны, под влиянием страха сжимает свою мертвую хватку и обрекает народ на новые жертвы и катастрофы, а с другой стороны, поднимая волну народного гнева, создает благоприятные предпосылки для революции.
Но не будем предаваться иллюзиям, что революция произойдет сама собой. Она должна быть подготовлена и осуществлена организованными революционными силами.
Эти силы растут и крепнут во всех слоях нашего народа. Наличие их признает сама власть. Напрасно она пытается представить их в качестве «шпионов», «диверсантов», «проводников буржуазной идеологии», «изменников родины» и т.п. Эти ярлыки никого не обманывают.
… Революционные силы должны располагать массовой всенародной организацией.
Революционные силы должны нести народу ясную программу будущего строя России.
Революционные силы должны в основном находиться на территории России, обеспечивая себе этим независимость.
Возникновение войны, даже независимо от доброй воли нашего народа и народов свободного мира, может привести к столкновению не между системами, а между народами, и тем самым переключить пафос борьбы против власти на пафос борьбы с внешним врагом. Необходимо приложить все усилия, чтобы совершить революцию до войны.
Национальные российские силы, рано или поздно, независимо от иностранной помощи, победоносно завершат борьбу за свободу народа. Однако, каждый час существования коммунистической власти требует жертв не только у нашего народа, но и у всех порабощенных народов, каждый час существования коммунистической власти приближает всемирную бойню, в которой жертвы понесет все человечество.
… Исходя из вышеизложенного Совет Национально-Трудового Союза постановляет:
1. Бросить все силы Союза на всемерное использование революционной ситуации в России
— путем правильной ориентации и организации стихийно возникающих в России революционных сил, на основе новой системы массового включения в борьбу одиночек и небольших групп, неуязвимых для власти, связанных между собой лишь общими директивами центра, политической программой и планом действия;
— путем подготовки очагов революционного действия;
— путем планомерного создания сети революционных точек и узлов на всей территории страны;
2. Приложить все усилия для привлечения на дело революции технической помощи свободного мира и моральной поддержки всех свободолюбивых людей.
