В начале 1947 года состав лагерей «перемещенных лиц» подвергся пересмотру, и значительная часть жителей была переселена в условия немецкой экономики. Центральное руководство Союза оказалось размещенным близ города Лимбурга, где вскоре возобновил выход еженедельник «Посев».
Летом 1947 года у селения Шадек, под Лимбургом, состоялось совещание членов Совета, пребывавших в Германии (Председатель Союза В. М. Байдалаков выехал в США). Это совещание целиком было посвящено организационным вопросам и фиксированных решений не оставило (совещание продолжалось один день, в «полевых условиях»).
3–4 января 1948 года состоялось совещание Совета в Лимбурге, которое было посвящено стратегическим, организационным и программным вопросам. О его работе и решениях рассказывает Циркуляр Исполнительного Бюро (называвшийся, со времен подполья, по начальному обращению — «Дорогой друг») от 18 января 1948 года. В результате решений совещания, в частности, в марте 1948 года массовым тиражом было выпущено типографское издание Программы НТС.
Рост союзной организации и развитие дела Союза поставили на очередь усиление главного направления деятельности Союза — организации революционной борьбы на Родине. Обстановка в стране и настроения в народе, связанные с крушением надежд на эволюцию режима в результате победоносного окончания войны, способствовали созданию революционного климата.
Совещание Совета 12–16 января 1949 года вошло в историю Союза решением об усилении революционной деятельности, нарастание которой ихарактеризует последующие годы существования Союза. В качестве отправной методической идеи революционной стратегии Союза была принята «молекулярная доктрина», разработанная В. Д. Поремским.
В 1950 году, в связи с 20-летием Союза, союзным кадром была проделана большая работа по пересмотру основных документов Союза. 12–19 августа совещание членов Совета (вместе с Председателем Союза, вернувшимся из США) подвело предварительные итоги этой работы. Съезд Совета 24–30 декабря 1950 принял новый текст Программы и новый Устав, а также ряд резолюций по основным проблемам общей обстановки и союзного дела. Новый Устав уточнил многие правовые нормы и установил порядок и периодичность перевыборов состава Совета Руководящим Кругом Союза.
В 1951 году появились реальные возможности объединения российских демократических сил зарубежья. Этому, однако, мешали сепаратистские элементы, стремящиеся к расчленению России, без учета воли самих народов России. 9 июля Совет НТС опубликовал Заявление по национальному вопросу (принятое в рабочем порядке, путем опроса).
В августе 1951 года НТС, совместно с другими политическими организациями зарубежья, принял участие в организации Совета Освобождения Народов России, который, однако, в силу сложности обстановки, к концу года прекратил свое существование. Дальнейшие попытки различных российских и национальных (нерусских) организаций создать Координационный Центр, в конечном счете, потерпели неудачу.
