Трагедия России остро переживается подрастающим поколением. Тревога за дальнейшее будущее своего великого и несчастного народа, боль и стыд за родную страну — породили в нем жгучее чувство личной ответственности. Осознав, что на сменяющих поколениях лежат судьбы Нации, молодое поколение ощутило неумолимую потребность немедленных дел и действий за Россию.

В службе России многие и многие из молодежи нашли смысл своего земного пути. Как личный жизненный долг принята борьба и работа за Российскую Землю. Мечты о подвиге и жертвах для Нее — мечты о высшем счастье.

Новое поколение также явственно поняло, что революционный обвал национальной государственности и длящийся разгром всей российской жизни обусловлены не силой большевизма, но слабостью и разложением культурного, ведущего слоя Нации. Потому возлагает оно на себя обязательство не только безотлагательной борьбы за Россию, но и создания новых кадров национальных борцов и работников.

Эти устремления нового поколения вылились организационно в Национальный Союз Нового Поколения.

Новое в нем то, что по-новому, одержимо и бескомпромиссно, отдает оно себя служению России, отбирая и создавая новый набор Ее верных борцов. Новое в нем и то, что по-новому утверждает оно личную ответственность каждого из нас и по-новому предъявляет требования к самим себе.

Национален Союз потому, что в служении Нации видят члены его долг жизни своей, что любовь к Родине ощущают они не только как патриотизм, но и как стремление к достижению высших идеалов человечества. Ибо в рамках Нации и Нацией, верит Союз, могут быть и будут разрешены больные вопросы современности. Непосредственно из ощущения национализма рождается устремление Союза к национально-трудовому солидаризму, Нацией устанавливаемому и регулируемому.

Союз утверждает ответственность каждого из нас за Россию. Поэтому активизм не есть только тактика Нового Поколения, но и неотъемлемая часть его мировоззрения. Отсюда и основное требование Союза к себе и к другим — мужественное и честное исповедание неотделимо от личного действия.

Понимая все значение идеи духа, сильной личности и личного почина, Союз обращает своих членов к самим себе, как единственному и могучему источнику сил и возможностей. Найти в себе ценности и качества, развить и выявить их напряженной работой над самим собой и с собой — путь, предлагаемый Союзом.

Этот заговор душ Российского Поколения оформился недавно. Он растет и ширится, радостно возвещая, что не иссякла еще душа русского народа. По обе стороны красного рубежа, и там, на Родине, и здесь, в Зарубежье, ощутило и увидело пробуждающееся Новое Поколение, что Родина гибнет, что для Ее спасения и возрождения нужны действия... Разрозненно, но сознательно и уверенно начало свою борьбу за Россию молодое Новое Поколение — и бывшие борцы в разных лагерях, и подрастающие новые борцы в одном лагере. Формально разъединенное, фактически крепко спаянное своим жертвенным служением России, молодое Поколение приняло вызов поработителей Родины, взяло в свои руки знамя борьбы... Бесчисленные, безымянные и неизвестные жертвы несет в этой борьбе молодежь и подъяремная, и зарубежная. Одинаково ненавидит она общего врага, одинаково верит в свою конечную победу, одинаково любит Россию. В этом ее единство и мощь, несмотря на все рубежи и границы. Для сердца границ нет.

Перекличка, попытки связаться, координировать действия начались уже давно. Каждая новая живая связь только еще более убеждала нас в полном единстве настроений и там, и здесь, убеждала нас в том, что мы единодушны в своей любви к России и ненависти к ее поработителям. Но недостаточно любить и ненавидеть: надо разумно и сознательно действовать. Борьба не есть цель, а только средство для достижения известной цели. Там, где цели нет, не может быть ни пафоса борьбы, ни жертвы... Там, в России, условия жизни таковы, что о цели говорить невозможно, ее можно только ощущать, носить в своем сердце; там можно только действовать — всеми видами и способами. Здесь, в Зарубежье, мы пользуемся благами свободы, и это нас обязывает; и прежде всего обязывает формулировать те цели, за которые ведется борьба, сказать свое «верую», сознательно себя подготовить не только для борьбы, но и для национального строительства, которое придет вслед за победой.

Будучи одним целым с подъяремным молодым поколением по своим ощущениям, мы не можем и не смеем ограничиться общностью своих переживаний — общей ненавистью и любовью — или даже единством борьбы. Этого недостаточно. Будущее потребует от нас большего: единства в творческой созидательной работе. А это единство мыслимо и возможно только там, где есть идеологическое единство, где цели ясны и определенны, где нет сомнений и недоговоренностей, где все мыслят, как один, и один — как все. Ибо только от единства мышления рождается единство действий. Это особенно остро ощущалось там, в России, и к нам неоднократно обращались именно из России с требованиями взять на себя идеологическую работу, которая там абсолютно невозможна. Не менее остро ощущалась необходимость работы чисто идеологической и здесь, в Зарубежье. Нужно было однообразно формулировать наши мысли и взгляды, которые до этого были одинаковы по существу, но неотчетливо выражены. Нужно было сказать свое политическое «верую», формулировать нашу идеологию, понимая ее как совокупность разумно связанных между собой идей, порожденных определенным миропониманием и устанавливающих определенное отношение к жизни.
